CENTER MANAGERS

Jabar Jay Rice

Jay Rice is a transformative leader with over 20 years of experience in teaching, non-profit leadership, community service, philanthropy, public health, and HIV counseling. A passionate advocate for service, Jay’s career is a testament to his unwavering commitment to uplifting individuals and communities.
From 2018 to 2024, Jay proudly served as a Volunteer Firefighter/EMT with the Waldorf Volunteer Fire Department, further exemplifying his dedication to community service. At a young age, Jay embraced his mission to serve others, guided by a philosophy of compassionate, customer-focused care rooted in his personal core values.
In 2016, Jay founded Pioneer Medical Training Center, a school designed to empower low-income individuals to begin meaningful careers as Medical Assistants and Phlebotomists. Pioneer Medical offered various programs, including phlebotomy and triage refresher training and workshops on professional development. While the training program was closed indefinitely in 2021 due to the challenges of COVID-19, its impact continues to inspire those it served.
In his spare time, Jay is an avid fisherman and outdoorsman with a deep appreciation for all things nature. He also has a particular passion for the late-60s and early-70s Pontiacs and GM muscle cars. As a father of six, Jay is building a personal and professional legacy that will resonate for generations. His work is far from finished, and he remains steadfast in his commitment to creating lasting, meaningful change.
