GBMS Board of Directors

Greater Baden is a board-governed organization. Fifty-one percent (51%) of our Board of Directors are users of our services, and all members of our volunteer board are committed to our mission and vision. Board Members hold regular meetings, oversee the organization’s operations and finances, attend community events, and advocate for Greater Baden. GBMS’ Board of Directors works with our Executive Team to strategically plan for our organization’s future.

Board Members

Roxann Cooper

GBMS Board Chair

Roxann Cooper was recruited for her exceptional business development acumen and currently serves as Chairperson of the Board of Directors for Greater Baden Medical Centers in Maryland. She is also the Principal Partner and Chief Operating Officer of the Triumf Consulting Group, where she plays a pivotal role in driving organizational success.

A former government executive, Roxann brings nearly 30 years of distinguished leadership experience across federal, state, and local government. She has built a strong professional reputation through her extensive work in call center operations with both the Internal Revenue Service and the District of Columbia Government, as well as her proven expertise in business development within the private sector.

As Chief Operating Officer, Roxann leverages her strengths in building and leading high-performing, diverse teams to achieve strategic business objectives. She ensures that the Triumf Consulting Group maintains a skilled and experienced workforce capable of delivering impactful, results-driven solutions to clients. She is responsible for overseeing overall operations while spearheading business development initiatives.

Roxann is an accomplished contract Senior Portfolio/Program Manager, a Certified Scrum Master (CSM), and an active member of the Scrum Alliance. She also holds a Lean Six Sigma Yellow Belt (LSSYB) certification. She earned both her Bachelor of Science in Business and her Master of Business Administration from the University of Phoenix in Phoenix, Arizona.

She is an active member of the Willow Oak (MD) Chapter of The Links, Incorporated, where she serves as Chair of both the Communications and Technology Committees, contributing her expertise to strengthen chapter operations.

Reverend Ruth Jackson

GBMS Board Secretary

Ruth Jackson is an ordained minister in the African Methodist Episcopal Church, Chaplain, and a graduate of Wesley Theological Seminary.

Mary Ann Friis, RN, BS

GBMS Board Member

Mary Ann Friis RN, BSN spent most of her career in Public Health.  She worked at Health Departments and Visiting Nurses Associations in New York and New Jersey before moving to Maryland in 1972.  She worked at Prince George’s County Health Department from 1972 until retiring in 2020.  She worked in a variety of positions in Adult and Geriatric Health and was  Director of Adult and Geriatric Health at the time of her retirement.

From 2011 to 2023 she worked for an Internal Medicine practice as a nurse care manager under the MDPCP grant.

Lakeysha Boyd-Moore

GBMS Board Member

LaKeysha Moore, the proud owner of Your Nu Image, is a Certified Hair Loss Practitioner and Cranial Prosthesis Specialist. Her mission is to transform women’s experiences with hair loss while promoting self-confidence. In addition to running her business, LaKeysha is passionate about serving her community.

As a lifelong advocate for women and girls, LaKeysha has worked and volunteered with various community service initiatives and fundraisers. Currently, she is the Chair of the Charles County Chamber of Commerce and also serves on the Board of Directors for Greater Baden Medical Services.

LaKeysha’s combined her passions and expertise, inspiring and empowering women to move in confidence and improve their lives.

Nicholas Charles

GBMS Board Member

Senator Nick Charles, a lifelong resident of Prince George’s County and graduate of Largo High School, proudly represents District 25 in the Maryland State Senate. A decorated U.S. Air Force Veteran, he earned two Air Force Achievement Medals for distinguished service before pursuing higher education, completing an AAS in Aviation Management from the Community College of the Air Force and a BBA in Procurement and Public Contracting from the University of the District of Columbia.

Senator Charles began his legislative service in the Maryland House of Delegates in 2019 and was appointed to the Senate in December 2023. He currently serves on the Judicial Proceedings Committee and is an active member of the Legislative Black Caucus of Maryland. His policy priorities include expanding opportunities for minority business enterprises in State procurement, advancing fatherhood and mentoring initiatives, promoting Black wealth creation, protecting children through juvenile justice and education reform, and improving access to quality healthcare.

His leadership has earned recognition across the State, including the 2025 People’s Lifetime Service Award at the R.I.S.E. Award Gala, the 2025 Leaders of Excellence Honoree recognition from 1st Choice LLC, the 2025 Maryland Retailers Alliance Legislative All-Star Award, the Circle of Excellence Award for Service at the Delta Zeta Zeta Chapter of Zeta Phi Beta Sorority, Inc.’s 75th Anniversary Gala in 2025, the 2024 Black Door

Society Community of Excellence Award, the 2023 Legislator Leadership Award from the Prince George’s County State’s Attorney’s Office, and the 2022 Marie Noplock Legislative Advocacy Award, among others.

In addition to his Senate service, Senator Charles serves on the boards of Greater Baden Medical Services, Community Legal Services of Prince George’s County, and the Children’s Rights Fund. He is also a member of American Legion Post 275 and the Prince George’s County Young Democrats. Senator Charles was initiated into Omega Psi Phi Fraternity, Inc. in 2008 through the Omicron Gamma Chapter at the University of the District of Columbia, where he served as Basilues of the chapter and as the 2nd Vice District Representative of the Third District.

Senator Charles continues his deep commitment to community service and constituent engagement by organizing and hosting impactful initiatives across District 25. His efforts include the Annual Teen Career Expo connecting hundreds of local students with career and apprenticeship opportunities, large-scale Marlboro Pike cleanups with more than 120 volunteers, the Annual Back2School Cookout providing food, supplies, and family resources, and hosted the flagship MBE Night supporting over 200 small and minority-owned businesses. He also holds weekly senior meal distributions at the District Heights Senior Center, a monthly Community Roadway Concerns virtual meeting with County agencies, and annual legislative engagement events to keep constituents informed throughout the full legislative cycle.

Senator Charles is the proud father of two children who inspire his ongoing work to uplift Prince George’s County and the State of Maryland.

Joan Hepburn

GBMS Board Member

Ms. Joan Hepburn has served as a dedicated board member for 14 years. She retired after a 25-year career at St. Elizabeths Hospital in the District of Columbia, where she worked as a Mental Health Counselor, providing compassionate care and support to individuals in need.

Janine Horne, MSN, RN-BC, AHN-BC

Janine Horne is a Board Certified Advanced Holistic Registered Nurse, author, speaker, educator, and founder and CEO of Zen Well Health — a nurse-led community health consulting firm serving underserved and vulnerable populations across Southern Maryland, the DMV, and Delaware.

Holding a Master of Science in Nursing Education, Janine’s credential stack includes Board Certification in Advanced Holistic Nursing (AHN-BC), Reiki Master training, and advanced preparation as a Psychiatric-Mental Health Nurse Practitioner (PMHNP). She is a Goldman Sachs 10,000 Small Businesses graduate, and Zen Well Health is certified as both an MBE and WBE.

Her career spans FQHCs, health departments, hospital systems, senior living communities, and cross-sector partnerships, leading initiatives at the intersection of care coordination, population health, and holistic healing. Through Zen Well Health, she delivers nurse-led integrated care, employer and municipal wellness programs, and accredited Community Health Ambassador training all grounded in clinical rigor, health equity, and whole-person care. Janine is a recognized voice in nursing leadership, health equity, and community-centered care where clinical expertise meets entrepreneurial vision.

Vernetta Scott, RPH, PharmD

GBMS Board Member

Vernetta has nearly 40 years of experience working retail and hospital pharmacies throughout the Washington metropolitan area. In her career she has been involved in
several different specialties, including diabetes education, oncology, anticoagulation and geriatric pharmacy.

As a resident of Prince George’s County, Vernetta is involved in numerous community organizations. Vernetta’s pharmacy motto is to improve healthcare through knowledge
and compassion.

Ahmed G.

Senior banker in commercial banking with over 25 years of experience driving growth, profitability, and operational excellence across multi-state markets. Currently serves as a commercial banker for the Tri-State region (DMV) at Truist Bank. Prior to this he held senior positions at Bank of America, Wells Fargo and PNC Bank overseeing strategic initiatives focused on revenue growth, credit portfolio management, and treasury solutions.

Known for delivering consistent P&L performance, strengthening risk management frameworks, and building high-performing leadership teams across organizations. Demonstrated success in increasing market share, improving customer satisfaction, and enhancing employee engagement through disciplined execution and innovative business strategies.

Holds an MBA in Marketing & Finance and a BBA in Marketing. Ahmed is certified by the American Bankers Association. He is the recipient of a Lifetime Achievement Award from President Joe Biden. He also received an award from the Comptroller of Maryland for helping local businesses in the community.
